Utility Reports That Start Of New Purchase Of Receivables (POR) Program Will Use Earlier Date

Granite State Electric (Liberty Utilities) has informed the New Hampshire PUC that the start of its new electricity purchase of receivables (POR) program will be June 5, 2025, as all retail suppliers have signed updated supplier agreements to allow for a June 5 start
As previously reported, the start of POR at GSE was contingent on whether all suppliers signed new supplier agreements
If all suppliers did not execute the new supplier agreement (needed since UCB with POR will be the only form of UCB going forward), GSE would have taken two months to drop the customers of any non-signing supplier to default service and to provide such customers an opportunity to shop for a new supplier before such drop
Under such alternative scenario, POR would have been delayed until August 6, 2025
However, with all suppliers executing the new supplier agreement, POR may start on June 5, 2025, still subject to PUC approval of the initial discount rate by on or about May 30, 2025
As previously reported, Granite State Electric (Liberty Utilities) has filed an initial POR discount of 1.439%, with all customer classes having the same discount in the first year of POR. Separate residential and non-residential POR discounts will be calculated after the initial year of POR
