In advance of a potential forthcoming rulemaking, Texas PUC Staff have sought feedback from various entities, including retail electric providers, concerning potential changes to the required emergency operations plans which entities must develop and file
Among other things, Staff sought comment on recommended changes to the EOP requirements applicable to REPs, either specifically or generally, including:
• Retail electric providers: Hurricane Annex 16 TAC § 25.53(e)(3)(B): In addition to existing requirements, add: Steps taken to identify hurricanes and provide advance notification to personnel, applicable stakeholders, reliability entities, and media, specific to hurricane dangers and impact to operations
• Add a flooding annex
• Add a tornado annex; Communication plan with organizational personnel, critical customers, regulatory bodies, and local media in the event of a tornado watch, tornado warning, and tornado damage
• Enhance the existing requirements for EOP drills
Feedback to Staff must be in the manner and form prescribed by Staff in Staff's April 14 memo in Project 57928
