Various Stakeholders Seek To Present In Response To Regulator Staff's Proposal To Mandate That All Retail Energy Enrollments Must Occur Through State-Run Website

Two Massachusetts DPU Hearing Officers have issued a memo identifying the stakeholders wishing to present at an upcoming working group meeting in the DPU's newly revived review of the retail energy market
An April 16 working group meeting will provide parties with an opportunity to respond to and discuss a DPU Staff proposal which would, among other things, require that all retail energy enrollments (including renewals) must be executed by a customer enrolling through the state's energy shopping site, Energy Switch MA

The Hearing Officers reported that the following stakeholders informed the Hearing Officers that such stakeholder seeks to make a presentation at the April 16 meeting. The characterization of each stakeholder's request quoted below reflects the language used by the Hearing Officers in summarizing the requests:
• Arbor Energy Brokerage Services, LLC states that it will present (1) a broker’s perspective on the Staff’s proposal, particularly regarding how the proposed enrollment framework and related measures may affect broker-managed customer relationships, and (2) how the approach could be implemented or modified to accommodate broker participation while advancing the Department’s consumer protection goals.
• Boston Climate Action Network and the Fairmount Indigo CDC Collaborative state that they will present perspectives from a diverse set of Boston residents on how competitive suppliers have affected city residents.
• Department of Energy Resources states that it will present on voluntary renewable energy certificates as it relates to competitive supply and the Energy Switch website.
• Green Energy Consumers Alliance states that it will present ways in which staff’s proposed approach can proceed with and without legislation.
• NRG states that it will make two presentations: (1) NRG’s thoughts on staff’s proposal, including ideas for optimizing Energy Switch for consumer protection, customer convenience, and energy affordability; and (2) an overview of the focus group method for researching consumer preferences, including answering questions from stakeholders about the process and mechanics of focus groups.
• Retail Energy Supply Association ('RESA') and Retail Energy Advancement League ('REAL') state that they will present additional and alternative market reform proposals.
• Dr. Anna Goldman, Medical Director of Sustainability, Boston Medical Center states that she will present her experience reviewing patient electricity bills and the impact of competitive supply on patients.
