Utilities File Discount Rates For New Purchase Of Receivables (POR) Programs; Start Date Update

Several New Hampshire electric utilities have filed their initial purchase of receivables (POR) discount rates for their new POR programs which are being implemented

The methodology for calculation of the POR discount was previously established by the New Hampshire PUC, and the EDCs' newly filed discount rates reflect the proposed discount rates for the start of the POR program using such approved methodology, updated with the latest data

Public Service Company of New Hampshire (Eversource) filed a residential POR discount (DPRcc) of 1.285%, and a non-residential POR discount of 0.274%

PSNH proposes that the initial POR discount percentages remain in effect until August 1, 2026.

PSNH said that the POR program is currently scheduled to become effective no later than July 1, 2025.

PSNH said that PSNH believes that a July 1 POR implementation date is realistically achievable, but said that implementation is not likely earlier than July 1

A July 1 POR start date at PSNH is contingent on: (1) all suppliers signing a new supplier master agreement reflecting UCB changes due to POR, (2) PUC approval of the initial POR discount, and (3) completion of all necessary system upgrades and process modifications by Eversource.

Granite State Electric (Liberty Utilities) has filed an initial POR discount of 1.439%, with all customer classes having the same discount in the first year of POR. Separate residential and non-residential POR discounts will be calculated after the initial year of POR

GSE's initial POR discount is to be in effect through August 1, 2026.

As previously reported, the POR start date at GSE is dependent on whether all retail suppliers sign an updated supplier master agreement. If all suppliers sign the updated agreement, POR may start on June 5, 2025, contingent on the PUC approving the initial discount.

If not all retail suppliers sign the new supplier agreement, GSE's POR start date would be August 6, 2025.

The deadline for retail suppliers to return executed supplier master agreements to GSE is April 10, 2025, and GSE will by April 21, 2025 confirm with the PUC which POR start date GSE will use
