Substitute For Texas Bill Which Would Have, As Introduced, Implemented Low-Income Discount Provided Through REP Bills Reported Out Of Committee

A committee substitute for Texas bill HB 1359 has been reported favorably out of the House State Affairs committee
A copy of the committee substitute was not immediately available, nor was the substitute language substantively discussed at a hearing today
At an earlier hearing in March, the bill's primary author, Rep. Ana Hernandez, had said at such time that a substitute was being drafted which would fund programs established under the bill via a legislative appropriation to the PUC, and not a nonbypassable fee on REP bills, as would have occurred under the originally introduced bill
Hernandez said in March that the in-development substitute would "focus more directly" on funding and providing bill payment assistance to low-income customers for times when customers fall behind on their bills. From Hernandez's statement, it was not clear if such "focus" on bill payment assistance meant that the substitute would not (as provided in the introduced bill) fund an on-bill discount that would have been required to be provided to eligible customers by REPs on REP bills, similar to the former Lite-Up program
At this time, it's unclear if the reported committee substitute ultimately adopted these two modifications that were in development for such substitute
