BGE Summer 2025 Residential Generation Rate To Rise 16% From Indicative Rate Due To Final Capacity Costs Being Higher Than Proxy

Baltimore Gas & Electric in Maryland has filed a further revision to its mass market SOS energy rates for the period June 1, 2025 to September 30, 2025, as a result of the completion of PJM's 3rd incremental capacity auction (IA) for the delivery year 2025/2026
BGE had previously posted mass market energy rates for the Jun. 1, 2025 to Sep. 30, 2025 period based on results from completed SOS energy procurements, but such prices had relied on a capacity proxy price
The SOS energy rate reflects energy, capacity, and similar costs necessary under full requirements service, but excludes transmission costs such as NITS, and does not include the SOS admin. charge
The energy rate is used in this story because other components of the SOS Total Generation Rate (namely, the Admin. Charge and Transmission) typically change, from the currently effective components, on June 1.
While noting that the final all-in June 1, 2025 SOS rate is dependent on such forthcoming updates, BGE filed the change to the energy rate at this time to promptly and transparently reflect the actual capacity costs in the posted rates
More specifically, BGE said, "Updating the June 2025 Rider 1 SOS energy rates enables the Company to promptly and transparently reflect the actual capacity costs in energy rates published now but to be effective in June 2025, given that the actual capacity costs are significantly different from the capacity proxy price."
For rate R residential customers, the BGE energy rate for June 1, 2025 to September 30, 2025 will be 11.420 cents per kWh. That's 16% higher than the previously filed June 1, 2025 to September 30, 2025 energy rate of 9.836 cents per kWh, which had been based on the use of a capacity proxy price. The current Rate R BGE energy rate is 10.019 cents per kWh (through May 31, 2025)
For rate G/GU customers under Type I SOS, the BGE energy rate for June 1, 2025 to September 30, 2025 will be 10.992 cents per kWh. That's 12% higher than the previously filed June 1, 2025 to September 30, 2025 energy rate of 9.758 cents per kWh. The current BGE G/GU Type I energy rate is 9.675 cents per kWh (through May 31, 2025)
