PUC Approves Tariff For New Purchase Of Receivables (POR) Program, Addresses Start Date

The New Hampshire PUC approved without modification an updated tariff and associated master supplier agreement from Public Service of New Hampshire (Eversource) to implement a new purchase of receivables (POR) program

The PSC ordered PSNH to file an updated POR discount rate by April 1, 2025. As previously reported, the calculation mechanics for the discount rate have already been established by the PUC, and the updated rate will simply reflect a discount based on updated data
The discount rate will reflect uncollectibles, administrative costs, PSNH's incremental capital expense, and a reconciliation component
Participation in POR will be mandatory for supply charges billed under UCB
The PUC directed PSNH to either confirm that it remains able to implement POR on May 1, 2025, or to file an update by April 15, 2025 with an updated implementation schedule
As previously reported, PSNH had been planning for a May 1, 2025 start date for POR, but had sought PUC approval of the POR tariff by February 21, 2025 to accommodate such.
While PSNH has not formally stated that the May 1, 2025 start date is no longer tenable, PSNH had last week noted the pressures on such a start date to the extent tariff approval remained pending at the PUC
