Eversource Provides Update On Date For New POR Program Implementation, Hearing Examiner Advances Proceeding

Public Service of New Hampshire (Eversource) has provided an update on its planned date for implementing a new purchase of receivables program in New Hampshire

Today, a New Hampshire PUC hearing examiner recommended that the PUC approve an updated PSNH tariff and associated master supplier agreement to implement POR, as filed by PSNH in December 2024, with such documents reflecting a "general consensus" among parties

Given the pendency of the case, the hearing examiner recommended that, in a POR approval order, the PUC direct PSNH to confirm the date for the filing of its initial discount rate (for which the calculation methodology has already been approved with the only outstanding matter being an update to reflect the latest data), and to confirm the date for implementation of the POR program

PSNH had been planning for a May 1, 2025 start date for POR, but had sought PUC approval of the POR tariff by February 21, 2025 to accommodate such. As noted, the PUC has not yet approved the POR tariff

While PSNH did not formally state that the May 1, 2025 start date is no longer tenable, PSNH in its update, which was filed today, noted the pressures on such a start date

PSNH said, "Eversource has continued to work toward a target effective date of May 1, 2025, but that go-live date is subject to execution of the revised contract forms by all suppliers using consolidated billing service as well as Commission approval of the updated Discount Percentage Rate applicable to POR payments to suppliers. Further delay may also result in logistical consequences and potentially increased costs associated with necessary internal systems modifications."

"Accordingly, Eversource respectfully requests that the Commission approve the proposed tariff amendments and revisions of the Electric Supplier Services Master Agreement form at the earliest possible time," PSNH said
