Utility Files Proposed Start Dates For New Purchase Of Receivables Program

Granite State Electric (Liberty Utilities in NH) has filed two proposed schedules for the implementation of a new purchase of receivables (POR) program
As previously reported, the start date for POR will depend on whether all retail electric suppliers return to Granite State Electric a signed copy of the revised supplier agreement
In moving to POR, GSE will no longer offer UCB without POR. As a result, any supplier not signing the new supplier agreement reflecting this change will have their customers dropped to default service.
GSE proposed, and the PUC approved, providing affected customers being dropped to default service about two months to select another supplier before the drop occurs
As a result, POR implementation, in a scenario where not all suppliers sign the new supplier agreement, would be delayed to accommodate this shopping window
GSE has now proposed POR implementation dates under each scenario as follows. The dates below presume that the PUC will approve the initial discount rate (yet to be filed but whose calculation methodology has been approved) in time to achieve such start dates
Schedule 1 - Assumes Not All Suppliers Sign New Supplier Agreement, & the Customers Of Non-Signing Suppliers Must Be Dropped to Default Service
• Notices Sent to Customers of Upcoming Drop to SOS: May 8, 2025
• Drop of Customers to SOS: July 7, 2025
• POR Starts: August 6, 2025
Schedule 2 - Assumes All Suppliers Sign New Supplier Agreement, No Shopping Window Needed
• POR Starts: June 5, 2025
Suppliers must sign the new supplier agreement by April 10, 2025
Based on the return of signed agreements by suppliers, GSE will provide notice of which schedule it will follow on or before April 21, 2025.
