DER Aggregator Seeks Broker License

Leapfrog Power, Inc. (Leap) filed an application for an electricity broker license in the District of Columbia to serve all customer classes

Leapfrog Power, which among other services aggregates distributed energy resources, is a registered curtailment service provider (CSP) with PJM.

Leapfrog Power stated, "Leap's services within Washington D.C. will be restricted to requirements associated with operating as a CSP."

Under the relevant D.C. code, an electricity "broker" is defined as, "a person who acts as an agent or intermediary in the sale and purchase of electricity but who does not take title to electricity." The D.C. PSC's rules use the exact same definition

The D.C. electric broker application, in listing the types of entities an applicant may seek to operate as, lists broker as an entity, "acting as an agent or intermediary on behalf of customers in the sale and purchase of electricity and who does not take title to electricity." [emphasis added]

Leapfrog Power also recently applied for a Maryland curtailment service provider license

Leapfrog has been operating as a CSP in California

With regards to other DER and VPP services, Leap operates in California, New York, Texas, and New England

With regards to Maryland, Leap stated that it intends to aggregate primarily residential and small commercial end use customers and bid their combined load-reduction capabilities into PJM’s wholesale market. Leap made the same statement in its D.C. application (though still stating such statement was with respect to Maryland)

Leap stated that it intends to start marketing to customers in the Baltimore Gas & Electric service territory starting in early 2025, "and participate them in PJM’s upcoming (2025-2026) Capacity Delivery Year; extending from June 2025 to May 2026."

Leap plans to continue participation in future Delivery Years as well, the company said in the applications
