Another Bill For A Low-Income Electric Rate Assistance Program Filed In Texas Legislature

SB 1513 has been newly filed in the Texas legislature which would authorize the creation of a fund to provide a discount to low-income (as defined by the bill) retail electric customers via the customer's REP, similar to the prior Lite-Up program

SB 1513 is largely similar to the pre-filed HB 1359, which would also create a low-income assistance fund, except that SB 1513 would not authorize a nonbypassable fee to fund the program, as HB 1359 would. SB 1513 would only fund the program based on legislative appropriations, and grants, gifts, or donations to the fund

In addition to funding a discount to an eligible customer's electric rate, similar to the Lite-up program, SB 1513 also authorizes usage of the assistance fund to provide one-time bill payment assistance to critical care customers facing disconnection for nonpayment

Regarding the discount on rates for eligible customers, SB 1513 would direct the PUC to set the discount as funding allows, with such discount being a fixed amount

REPs would be reimbursed for providing the discount on bills and for any bill payment assistance under the program

A retail electric provider may not charge the customer a fee for receiving a discount, the bill provides

SB 1513 does not appropriate any funds for the program
