Proposed New POR Program Advances, Examiner Addresses Start Date

A New Hampshire PUC hearing examiner has recommended PUC approval of agreed changes to Granite State Electric's (Liberty Utilities) tariff and supplier agreement to implement a purchase of receivable program

While all parties had agreed on the proposed changes to both documents, the issuance of the hearing examiner's report allows consideration to advance at the New Hampshire PUC.

Additionally, while parties agreed on the tariff changes, the implementation date for POR remains in flux, depending on whether all suppliers return to Granite State Electric a signed copy of the revised supplier agreement

As previously reported, GSE will no longer offer UCB without POR under the changes. As a result, any supplier not signing the new supplier agreement will have their customers dropped to default service.

GSE has proposed to provide affected customers being dropped to default service about two months to select another supplier before the drop occurs

As a result, and as more fully described in our prior story, POR implementation, in a scenario where not all suppliers sign the new supplier agreement, would take 150 days, or more, from the tariff's effective date (the effective date for the tariff will be the 1st of the month following the date of PUC approval, and thus the time between the PUC's tariff order and the start of POR could vary anywhere from 151 days to about 180 days, depending on the specific date in the month in which the PUC approves the tariff).

If all suppliers sign the new supplier agreement, and thus no "shopping window" is needed for customers who would otherwise be scheduled to return to default service, the POR implementation timeline could potentially be shortened to about 90-120 days (a minimum of 90 days from approval of the POR tariff is needed for GSE to file a final POR discount based on updated data and for the PUC to rule on such discount rate)

With regards to a start date for POR, the hearing examiner recommends that the PUC, in an order approving the tariff and supplier agreement to implement POR, direct Granite State Electric to provide an update to GSE's proposed schedules for POR implementation based on two scenarios -- one implementation schedule that envisions that all suppliers will return an executed revised supplier agreement by GSE's stated deadline, and another schedule that envisions that not all suppliers will return a signed updated supplier agreement
