PSC Commissioner Directs Parties To Opine On Using Long-Term PPA For Up To 90% Of Default Service

District of Columbia PSC Commissioner Richard Beverly has directed stakeholders to provide their updated position on the amount of electricity SOS load that should be served under a long-term PPA
As previously reported, the PSC directed Pepco to serve 5% of SOS load under a long-term renewable PPA. Pepco did award a contract for such load, but the renewable developer terminated the agreement. Pepco has since such time conducted other procurements to obtain the 5% long-term renewable PPA, and has been in negotiations with bidders, but such efforts have not yet resulted in an executed PPA
In 2024, Beverly had stated, "I think it’s time to revisit raising the 5% cap or reconsider giving Pepco more flexibility to exceed the 5% cap so that we don’t inadvertently frustrate Pepco’s ability to attract bidders while simultaneously undermining the City’s climate plans."
In a new communication to stakeholders, Beverly noted that the District's Dept. of Energy & Environment (DOEE) had originally provided an analysis concluding that long-term renewable PPAs could be used for 70-90% of SOS. Beverly sought an updated opinion from DOEE, as Beverly noted various changes in the PJM market since DOEE's original position in 2018
Beverly also asked OPC to provide its updated stance on the amount of SOS load that should be served under long-term PPAs
Beverly welcomed analyses from other stakeholders regarding the amount of SOS load that should be served under long-term PPAs
Beverly noted that, "My inquiry is issued pursuant to my independent authority under D.C. Code §34-802 and is not intended to represent a communication of the full Commission."
