Texas PUC Staff Make Recommendation On ADER Pilot

Texas PUC Staff have recommended that consideration of Aggregated Distributed Energy Resources (ADER) be moved to the ERCOT stakeholder process as a means of more quickly advancing ADERs
Staff recommended beginning with a discussion at the Technical Advisory Committee about how best to move the ADER project forward.
"The ADER pilot program has an engaged stakeholder community who will continue the growth that has been established during the Commission-led part of the pilot. The larger stakeholder community at ERCOT will allow for more rapid growth of the pilot, especially as ERCOT considers new types of loads that can participate as an ADER," Staff said
"Transitioning the pilot to the ERCOT stakeholder process will also facilitate pilot activities to be coordinated with other projects within the ERCOT market," Staff said
If the PUC agrees with Staff's proposal to move the ADER pilot review to ERCOT, the PUC-housed ADER Task Force would cease
Staff reported that, as of February 2025, three ADERs fully participate in the ERCOT market, which can provide 25.5 MW of energy, 11 MW of Non-Spin Reserve Service, and 8.7 MW of ERCOT Contingency Reserve Service.
