Utility Seeks Approval To Procure Overhanging Default Service Contracts, Beyond Plan Term

Dayton Power and Light (AES Ohio) has petitioned the PUC of Ohio for approval (styled as a request for clarification) to procure default service supply contracts beyond the August 30, 2026 end date of its current electric security plan
Dayton Power and Light said that, absent such clarification allowing overhanging SSO contracts, its upcoming April 2025 procurement would be limited to 12-month contracts for the June 2025 to May 2026 delivery year
Dayton Power and Light further noted that, absent overhanging contracts, it has not been established how the utility would serve SSO load for the period between June 1, 2026 and the ESP end date of August 30, 2026, given that this abbreviated period is not a full delivery year
Dayton Power and Light said that having a hard-stop for SSO contracts of May 31, 2026 is contrary to PUCO's stated desire to resume laddering in the SSO portfolio, including through the re-introduction of a 36-month contract as part of the current ESP (the use of longer-term contracts had earlier been paused due to unknown capacity prices in PJM)
AES Ohio is specifically seeking to procure overhanging contracts as follows:
• 25% 12-month and 25% 24-month contracts in the April 2025 auction, all with a delivery start of June 1, 2025 (50% of the portfolio is already filled)
• 19% 12-month and 18% 24-month contracts in the October 2025 auction, with a delivery start of June 1, 2026
• 19% 12-month and 19% 24-month contracts in the April 2026 auction, with a delivery start of June 1, 2026
Under this proposal, 38% of SSO supplies for the period June 1, 2026 to May 31, 2027 would be served under 12-month contracts (split across two procurements), and 62% would be served under 24-month contracts (split across 3 procurements)
