PSC Directs Suppliers, Utilities To Negotiate On Allowing Residential UCB, Without POR, To Resume

In response to a request for reconsideration of a recent Maryland PSC decision which prohibits utility consolidated billing for any new or renewed residential customer, the Maryland PSC issued further specific direction to retail suppliers and utilities to negotiate on a form of UCB without POR for residential customers

The PSC specifically directed interested residential suppliers and utilities, "to negotiate and submit comprehensive proposals," detailing how a retail supplier would be permitted to enroll a new customer, or renew a customer, onto UCB without POR

The PSC ordered that proposals must be filed by March 7, 2025

SB1 prohibits POR for new and renewed residential contracts. Given that grandfathered contracts may generally continue under UCB with POR, and due to technical limitations in implementing a non-POR form of UCB, the PSC has mandated dual billing (or SCB) for new and renewed residential customers

Retail suppliers in a recent rehearing request have proposed various mechanisms to allow UCB without POR, see more details here

Suggestions from suppliers have included a flag to identify customers ineligible for POR, or a prompt refund to the utility of any receivables purchased from a supplier for an ineligible customer
