PSC Opens New Proceeding On Retail Grid Issues Including Virtual Power Plants

The Maryland PSC has opened Case 9778 to address issues concerning "retail grid services" including, but not limited to, implementation of virtual power plants (VPPs)
The new case arises from prior work on a modern grid under PC 44, as PC 44 participants had asked the PSC to explicitly expand the charge of the modern grid working group to include consideration of VPPs as well as vehicle-to-grid (V2G) issues
The new case is to also consider such matters as they relate to FERC Order No. 2222 (concerning DER wholesale market participation) and the state's EV-grid integration statute (DRIVE Act)
The PSC specifically invited comments on non-consensus issues from a recent work group report, including:
• Implementation of VPPs at retail
• DER Registration
• Communications Protocols for DERs/VPPs
• Device-Level Submetering
• Level of Customer Information Sharing with Aggregators
