PSC Reiterates Pause On Supplier Consolidated Billing Implementation As New Data Exchange Standards For SCB Approved

The Maryland PSC approved an updated Maryland Gas Standards Manual which includes new XML transactions to implement SCB
In doing so, the PSC also approved, for electricity, new EDI standards to implement SCB (as such EDI standards were considered as a package with the Gas Standards Manual approved by the PSC, though the EDI changes were not contained within such gas manual)
The XML and EDI changes were not opposed by any party
The adoption of the new data exchange standards would, subject to the PSC's proviso below, allow the testing of such new standards to begin
However, the PSC reiterated its prior direction that the utilities may not undertake further implementation of SCB -- including the testing of the new EDI and XML transactions -- until retail suppliers commit to using SCB
The PSC said, in adopting the new transactions, "Subject to suppliers' providing notice of their intent to participate in SCB testing, the utilities and the suppliers may begin testing of the transactions on supplier consolidated billing."
To date, no retail supplier has made a public filing to commit to using SCB in Maryland
