Retail Energy Advancement League Touts Eight Bills Introduced In Virginia To Expand Energy Choice

The Retail Energy Advancement League touted eight bills which have been introduced in the Virginia General Assembly

The eight introduced bills are:

• House Bill 1672, Senate Bill 1216: Generally, both bills allow customers, regardless of any utility green program in place, to enroll with a competitive energy provider if they choose a 100% clean energy plan that is backed by zero carbon energy sources within PJM

• House Bill 2281: Allows opt-out municipal aggregation

• House Bill 2528, Senate Bill 1485: Among other things, these bills generally reduce the size threshold permitting a customer, or aggregation of customers, to take competitive retail supply from 5 MW to 1 MW, but establish a cap on choice service to such 1-5 MW customers (the cap is initially 20% of the peak demand of all customers that are within the 1-5 MW range, with the cap incremental to existing loads)

• House Bill 2547: Generally allows customers currently qualifying to take choice under (non-governmental) aggregation to add to or modify the accounts included in such aggregation

• House Bill 2436: Generally changes the written notice requirement for a shopping customer to return to utility supply from five years to one year

• Senate Bill 1281: Authorizes APCO customers with bills that exceed 125 percent of the statewide average during the most recent calendar year to take service from a competitive retail supplier
