Smart Meter Texas (SMT) said in a market notice that Municipally Owned Utility (MOU) functionality will be implemented and be available in Smart Meter Texas on January 18, 2025.

MOU functionality will facilitate the inclusion of data from Lubbock Power & Light into SMT, once LP&L completes its implementation activities

LP&L is in process of integrating with SMT and, once integrated, will utilize the MOU functionality to register and to send data to SMT.

The date for LP&L to complete integration is currently in process and has yet to be determined.

In SMT, the MOU role will function the same as the TDSP role and requires no changes for retail electric providers or competitive service providers or IT vendors.

REPs, competitive service providers, and IT vendors will not have to complete any additional steps to receive MOU data for which they are the REP Of Record or for which they are authorized to have access as a competitive service provider or IT vendor.
