New York PSC Approves Lower Residential POR Discount, Updates To Bill Issuance Charge, Merchant Function Charge

The New York PSC approved updates to the purchase of receivables discount, merchant function charge, and Bill Issuance and Process Payment Charge (BIPP) at National Fuel Gas Distribution as a result of a rate case

Under the PSC's rate case order, the total POR discount for residential service will be 2.58%, down from the current 3.31%

The total POR discount for non-residential service will be 0.70%, up from the current 0.57%

The new POR discounts include uncollectibles components that equal the uncollectibles components of the new MFCs

In the rate case, the uncollectibles component of the MFC is set as a percent, applied to the monthly variable gas supply charge for default service customers (thus, the billed MFC varies by month and a per Ccf charge is not listed here due to such monthly variability). The rate case fixed, for the duration of the rate plan, the other components of the MFC, as noted below.

Under the rate case, the MFC for SC-1 (residential) and SC-3 (General Sales) customers will consist of the following components:

The rate case also established a new Bill Issuance and Process Payment Charge (BIPP) of $0.96 per bill, versus the current $1.04 per bill
