Another Regulator Sets Deadline For Retail Suppliers' Filing Of New Mandatory Retail Supplier License Reviews (New Rules Change Process To Biennial From Five-year Review)

The Office of Education, Outreach, and Enforcement (EOE) of the Connecticut PURA informed retail electric suppliers that all suppliers must file by January 31, 2025 an application for PURA to review the supplier's license
As previously reported, PURA adopted new licensing rules this summer
The new rules, among other things, transition PURA to biennial reviews of supplier licenses, in a change from the current five-year review of each license
Specifically, the adopted regulation provides that, starting April 15, 2025, PURA shall conduct biennial proceedings to review all
electric supplier licenses
The rules further provide that a supplier shall submit an application for PURA to review such supplier's license by January 31 of each year in which the biennial review is conducted
EOE confirmed that the biennial review for all existing suppliers will begin on April 15, 2025
As such, EOE directed that all suppliers shall submit an application for license review by January 31, 2025
EOE has posted to PURA's website a new license review application to be used by suppliers
As previously reported, the new rules impose new license-related security obligations on retail suppliers, in an amount of up to $2 million or more, and suppliers, under the review process, will need to demonstrate compliance with the new security rules
