PSNH Mass Market Default Service Rate To Fall 14%

The small customer energy service (default service) electric rate at Public Service Company of New Hampshire (PSNH or Eversource) would fall 14% under a proposed update filed by PSNH (Docket DE 24-046)

For the small customer group (Rate R, G, & OL), PSNH proposes to set the all-in default service rate at 8.929¢ per kWh for the period February 1, 2025 through July 31, 2025, which is about 14% lower than the current rate of 10.403¢ per kWh

PSNH's proposed small customer default service rate of 8.929¢ per kWh for the period February 1, 2025 through July 31, 2025 includes, for this period, the currently bypassable reconciliation factor.

As previously reported, PSNH has proposed to modify its rate design and to treat all default service reconciliations on a nonbypassable basis. However, for the small customer group, PSNH proposes to apply the current bypassable reconciliation factor through July 31, 2025, with the reconciliation factor ceasing to apply to the bypassable small customer default service rates effective August 1, 2025. The issue of converting default service reconciliation to a nonbypassable cost remains pending before the PUC in a separate PSNH proceeding (Docket DE 24-112, see details here)

For the period February 1, 2025 through July 31, 2025, the bypassable reconciliation factor for the small customer group is a credit of 1.3 mills per kWh, which serves to lower by such amount the otherwise calculated default service rate

For the small customer group, PSNH is using full requirements load following contracts for 70% of SOS supplies for the period February 1, 2025 through July 31, 2025, with ISO-NE market purchases used for the remaining 30% of supplies

For the large customer group, which will be served under 100% ISO-NE market purchases for the term February 1, 2025 through July 31, 2025, PSNH proposes the following monthly default service rates ($/kWh):

February 2025    $0.10937
March 2025       $0.06827
April 2025       $0.06026
May 2025         $0.05942
June 2025        $0.06505
July 2025        $0.07727

These proposed monthly large customer default service rates do not include any adder (or credit) to reflect large customer default service reconciliation, as the PUC previously directed that an under-collection in specifically the large customer SOS costs shall be deferred (with a proposal for future nonbypassable treatment pending before the PUC)
