Regulator Seeks Comments On Limitations To Be Imposed On Retail Supplier Service To Low-Income Customers

As part of a previously reported investigation, the Connecticut PURA has sought further stakeholder comments on any limitations which should be imposed on service from retail electric suppliers to hardship customers and other similarly situated residential customers, such as those enrolled in various payment assistance programs (collectively referred to here as "hardship" customers)
Statute allows PURA to impose "appropriate limitations", including price caps, on retail electric supplier service, though there is unresolved debate as to whether statutory language grants this authority with respect to retail supplier service to all customers, or only to hardship customers. Earlier this year, PURA said that its investigation on the "appropriate limitations" for retail supplier service would be further split into additional phases, with Phase 2 only considering limitations for service to hardship customers, and a subsequent Phase 3 addressing any limitations on retail supplier service to all customers, including consideration of whether the language in General Statutes § 16-245o(m) authorizes PURA to impose any such limitations on service to non-hardship customers
As part of Phase 2, PURA has now sought comment from stakeholders on the following: "Any additional conditions, not currently required by the State of Connecticut, that should be placed on new customer supplier contracts between licensed electric suppliers and residential hardship customers."
