Retail Energy Contracts Struck From Pennsylvania Bill Regulating Auto-Renewals

The Pennsylvania House of Representatives recently passed House Bill 2557 which sets forth various requirements with which auto-renewals for goods and services must comply
However, as the bill was amended in passing the House, language was inserted into the bill which exempts from the bill any service provided by an entity "regulated" by the Pennsylvania PUC or FERC, with additional language also stating that the bill does not apply to a "contract" which is subject to the state's electric or natural gas restructuring statutes
The bill still requires Senate action, which could further alter or remove the provisions exempting retail energy supply
Generally, for those auto-renewals governed by HB 2557, the bill sets forth the manner and requirements for renewal notices, including content and formatting, the timing and means through which notices are provided to customers, and the means through which customers may cancel a scheduled auto-renewal
