Texas Utility Seeks New Discretionary Charges, Delivery Rates Applicable To REPs

Lubbock Power & Light is seeking to implement new delivery service rates and updates to several discretionary service charges (DSC) applicable to retail electric providers, with the Lubbock, Texas city council scheduled to consider the changes on September 10
As listed in a proposed tariff under the city council's agenda, under the DSC changes, a $75 fee would be added for Priority Move-Ins (both existing and new service) with non-standard meters. Per the tariff filed with the city council agenda, the DSC for Standard Move-Ins (all meter types), and Priority Move-Ins with a standard meter would remain $0
The charge for Disconnection for Non-Payment at a Premium Location would be reduced to $30, from $61.25
The DSC for Reconnection After Disconnection for Non-Payment of Charges (DNP) for a Non-Standard Meter would decrease from $61.25 to $30
LP&L proposes a marginal decrease in delivery rates. As part of the new rates, the franchise fee would be separately listed as a line item under the tariff, rather than being included in the standard delivery rate (Delivery System Charge), but this represents a moving of the franchise fee and not new underlying costs
For residential customers, the new all-in per kWh delivery fee (Delivery System Charge, Transition Charge, Franchise Fee) would be 6.312 cents per kWh, versus the current 6.442 cents per kWh
For secondary customers under 10 kW, the new all-in per kWh delivery fee (Delivery System Charge, Transition Charge, Franchise Fee) would be 6.062 cents per kWh, versus the current 6.187 cents per kWh
Subject to approval, the new delivery rates and DSCs are proposed to be effective for the December 2024 Bill Cycles starting on December 2.
