The following story is brought free of charge to readers by VertexOne, the exclusive EDI provider of EnergyChoiceMatters.com

The Public Utilities Commission of Ohio has approved bill format changes at Dayton Power & Light (AES Ohio) that include changes to the location of the price to compare disclosure and related language

In doing so, PUCO denied IGS Energy's recommendation that a procedural schedule be established to consider the bill format changes, and also denied IGS's recommendation that the Price to Compare changes described below be rejected

The changes were proposed as a result of a new CIS currently being implemented at AES Ohio

Under the changes, DP&L will move the current bill language concerning the price to compare from the second page to the first page of the bill for several types of customers, including for non-residential customers currently taking supply from a competitive retail supplier

There is no change to the PTC language itself in any of the approved bill format changes

In moving the PTC language to the first page of the bill for non-residential shopping customers, AES Ohio will include the PTC language in the "Account Level Message Center" section of the bill, grouped with other messages.

AES Ohio will make similar changes to the PTC message location for residential and non-residential bills for default service customers

For utility consolidated bills of residential customers on competitive retail supply, the language concerning the price to compare will remain on the second page of the bill, with no change in the message's language

While PUCO made note of IGS's concerns about the impact on customer shopping from moving the PTC language, PUCO said that adopting the changes, "encourage an easier transition associated with the implementation of," AES Ohio's new CIS

As part of the CIS upgrade, the new bill format will include a new Choice Service ID for customers

PUCO ordered that the Choice Service ID shall be treated as "customer specific information," which, under rule, is granted protection against unauthorized sharing with third parties

PUCO also approved changes agreed to by DP&L and PUCO Staff, including "minor formatting changes" concerning the PTC message, an example of which was not filed

After meeting with Staff, DP&L also agreed to include on bills a direction to customers that customers should contact the utility first with questions or complaints
