Texas PUC Commissioner Seeks Rule Language That Would Allow PUC To Request From REPs Any Info To Help Achieve Residential Load Reduction Goal

In advance of the August 29 open meeting, Texas PUC Commissioner Courtney Hjaltman has asked that the PUC add language, to a draft rule, that would allow the Commission to request from retail electric providers "any" additional information which the PUC may need to execute its oversight of the goal for an average total residential load reduction in the ERCOT market
Hjaltman's memo concerns a draft proposal for publication concerning the goal that would, among other things, establish a process for retail electric providers to offer a responsive device program to reduce ERCOT demand during peak periods, including ratepayer funding for such REP programs. The draft rule would implement SB 1699

Hjaltman wrote concerning the proposal for publication (PFP), "I would like to ask Commission Staff to include in the PFP language that allows the Commission to request from REPs or ERCOT any additional information that may assist our oversight of the average total residential demand reduction goal."
"As we learn more about demand response programs, we may need to request additional or different types of information to fully understand the impact of demand response programs on residential load. I believe we should also stay open to changing how we ask for and use that information as we learn more. Ultimately, I want to ensure we are asking the right questions to make purposeful and informed decisions in the most effective way to support the goals established by Senate Bill 1699, and I think this rule is a good first step," Hjaltman wrote
