PSC Holds Retail Energy Reform Proceeding In Abeyance

The Maryland PSC has ordered that, until further order, PC60, the PSC's proceeding examining a variety of retail energy market reforms, instituted prior to the passage of SB 1, is held in abeyance so that interested stakeholders, as well as the Commission, can focus on implementing SB 1

As previously reported, SB 1 includes a variety of retail market reforms including price caps and the end of residential POR, but certain proposed reforms under PC60 go beyond the reforms included in SB 1

The PSC specifically granted a request from the Maryland Joint Utilities to hold PC60 in abeyance

The office of People's Counsel has already sought reconsideration of the PSC's abeyance order and said that SB 1 reforms should be addressed together with all other proposed supplier reforms under PC60

To the extent reconsideration is not granted, OPC said that the PSC should make clear that any new proceeding it creates for consideration of SB1-mandated reforms will also include consideration of other proposed supplier reforms, including but not limited to those OPC proposed in its November 6, 2023 comments
