Texas PUC Slows Process For PCM Consideration, Affirms Absolute $1 Billion Annual Cost Cap

During today's open meeting, Texas PUC Commissioners, as summarized by Chair Thomas Gleeson, agreed that, "we need to slow down a little bit," in the timeline for reviewing and potentially implementing a performance credit mechanism (PCM)
Commissioner Lori Cobos said that a timeline contemplated by ERCOT in a filing on draft design parameters options was rushed and too compressed
Also during the discussion, the Commissioners agreed that the $1 billion cost cap for PCM is an absolute annual cost cap, and cannot be an average over multiple years
Commissioners also agreed that ERCOT's filing on draft design parameters options does not serve as an implementation plan for PCM, which remains to be developed
