Regulator's Staff Report: Customers On Retail Supply Paid Less Than Default Service In 2023

The Office of Education, Outreach, and Enforcement of the Connecticut PURA filed an annual report on electricity competition, which EOE requested be adopted by PURA as the annual legislative report
EOE's report summarizes the residential Monthly Supplier Rates for 2023 for all
customers that are billed through the EDCs.
EOE's report states, "The data indicates that during the first half
of 2023, less than 1% of Eversource residential customers and just over 1% of UI
residential customers enrolled with a supplier paid greater than the Standard Service rate
for their generation supply."
EOE's report states, "For the first half of 2023, the average supplier rate in the
Eversource territory was $0.13924 per kWh (compared to Standard Service rate of
$0.24172 per kWh) and the average supplier rate in the UI territory was $0.12730 per
kWh (compared to Standard Service rate of $0.24943 per kWh)."
EOE's report states, "The percentage of supplier customers paying more than Standard Service
increased significantly in the second half of 2023 for Eversource customers, with
approximately 45% of customers enrolled with suppliers paying more than Standard
Service. The number of UI customers enrolled with a supplier and paying more than
Standard Service also increased significantly, with almost 50% of UI’s supplier-enrolled
customers paying more than Standard Service."
EOE's report states, "During the second half of 2023, the
median supplier rate in the Eversource territory was $0.13775 per kWh, compared to a
Standard Service rate of $0.13822 per kWh; in the UI territory, the median supplier rate
was $0.13180 per kWh, compared to a Standard Service rate of $0.14334 per kWh."
EOE's report states, "For the first half of 2023 customers in the Eversource territory receiving service
from a supplier paid $81.42 less per month than if they received standard service, and in
the UI territory customers receiving service from a supplier paid $57.54 less per month."
EOE's report states, "These differences were far less stark in the second half of the year, where an Eversource
customer receiving service from a supplier paid only $3.32 less per month and a UI
customer paid $9.22 less per month."
Concerning the decreased aggregate savings in the second half of 2023 under retail supplier service, the EOE report states, "Data is based on the EDCs’ monthly compliance filings in Docket No. 06-10-22, Attachment 2, which
contains the bill counts and amounts paid each month. As such, they are averages and, as illustrated
in the filings, many customers pay far in excess of the standard service rate each month. On average,
customers receiving service from suppliers did receive some savings this year, however, many
customers continue to pay suppliers more than standard service each month and continue not to benefit
from the market. Further, initial savings may be reduced if contracts automatically renew at a higher
rate and customers do not notice."
EOE's report states that the average amount of residential customers on competitive retail supplier service from January through July of 2023 was approximately 175,169,
whereas the average from July through December of 2023 was approximately 269,150.
EOE noted that standard service rates decreased significantly effective July 1, 2023
"That a
significant number of customers switched to a supplier during the second half of the year, when the
standard service rate dropped, rather than during the first half of the year, when the standard service
rate experienced a recent high, could indicate that customers do not timely act on the supply summary
information contained in their bills, do not fully understand the time frames of standard service rates, or
do not fully understand the supplier market in general," EOE's report states
Complaints against retail suppliers fell to 95 in 2023, from 155 in 2022. Since 2019, the number of supplier complaints in a year has not exceeded 204 per year.
EOE's report states, "Calendar year 2023 saw supplier complaints decrease by 39%. This significant
decrease may indicate that EOE’s continuing investigations into the Connecticut market
may be dissuading bad actors from participating in the Connecticut market."
