Virginia Customers Push Legislation To Expand Retail Choice

Virginia Customers for Energy Choice, which is described as, "a diverse coalition of customers, businesses and environmental groups," have banded together to support Senate Bill 591 (SB 591) to expand electricity competition and reduce restrictions on customers being able to shop for alternative electricity supply
. Sponsored by Senator Jeremy McPike (D-29), SB 591 includes the following provisions:
• Reduces from 5 MW to 1 MW the size threshold above which a customer is allowed to shop for competitive supply
• Reduces from 5 MW to 1 MW the aggregation size threshold that allows an aggregation of customers to shop for competitive supply
• Eliminates the requirement that aggregations for competitive supply must seek SCC approval to shop
• Allows all customers to shop for a 100% renewable plan, regardless of the presence of any utility green tariff available to the customer (removing the current provisions that only allows all customers to shop for 100% renewable energy if a statute-compliant green plan is not offered by the utility)
The bill also decreases the
required written notice period from five years to six months for certain electric energy
customers to return to service by Dominion Energy Virginia after purchasing electric energy
from other suppliers.
Virginia Customers for Energy Choice said, "According to the Energy Information Administration (EIA) in 2022, Virginia’s utilities increased electric rates 18% for commercial and industrial customers."
"The limited Virginia customers that were able to shop saved more than $105 million compared to utility rates between 2017-2021 and the majority were enrolled in plans that were 100% renewable energy," Virginia Customers for Energy Choice said
Members of the coalition supporting SB 591 include, but are not limited to, Costco Wholesale, Target, Marriott, the Virginia Manufacturers Association, AOBA, 7-11, iFLY, the Virginia Restaurant, Lodging & Travel Association (VRLTA), the Virginia Food Industry Association (VFIA), Clean Virginia, the Sierra Club Virginia Chapter, and various other green and climate-focused groups.
