Texas PUC Remands State Of Charge NPRR To ERCOT, Would Remove Enforcement Provisions

The Texas PUC has remanded to ERCOT NPRR1186 which had included, among other things, penalties related to state of charge for batteries providing A/S
While under the remand process the PUC provides "suggestions" rather than direction to ERCOT, it was clear that the Commission, as currently constituted, would not approve 1186 without the changes suggested by the PUC
In brief, the suggestions would remove enforcement and penalties related to state of charge for batteries providing A/S while maintaining information reporting. Batteries would still be subject to existing non-performance penalties if failing to meet A/S obligations
In an order, the PUC said, "The Commission finds that NPRR1186 should not be approved as recommended by the ERCOT Board."
The Commission ordered that NPRR1186 be remanded to the ERCOT Board with the following suggested modifications:
1. The proposed amendment to add paragraph (4) to ERCOT Nodal Protocols § 8.1, QSE and Resource Performance Monitoring, should be removed in its entirety, including gray box language and subparagraphs (a) and (b).
