Utilities Seek Interim Relief To Conduct Default Service Auctions

The FirstEnergy Ohio utilities have sought interim relief from the PUC of Ohio to conduct standard service offer auctions while the EDCs' latest proposed electric security plan (ESP), which governs default service, remains pending before PUCO.
Specifically, the FirstEnergy Ohio utilities seek interim relief to conduct two auctions prior to June 1, 2024: (1) an auction in late January/early February 2024, and (2) an auction between mid-March and early April 2024
As proposed in the EDCs' original motion, each auction would seek to procure 50% of SSO load (50 tranches) through a 12-month product for the period June 1, 2024 through May 31, 2025
As proposed in the EDCs' original filing, the auctions would follow the competitive bid plan (CBP) used for prior auctions under ESP IV. The EDCs did not seek to implement any of the CBP modifications that have been proposed in thew new ESP docket.
The EDCs in their initial filing proposed limiting the auction products to 12-month terms due to the lack of a PJM auction capacity price beyond May 31, 2025.
PUCO Staff did not oppose holding the auctions, but said that the second auction (to be held in March/April 2024) should include, "both a 12-month and 24-month product", with a capacity proxy price of $0 used in the auction for the 24-month product
Staff noted that the EDCs had filed their initial motion for relief that same day PUCO issued an order directing use of a $0 capacity proxy price to allow EDCs to resume loner-term SSO auction products (story here)
