Consumers Counsel Seeks "Enhanced" Price To Compare Message On Bills

The Ohio Consumers' Counsel has requested that the PUC of Ohio suspend automatic approval of bill format changes filed by the FirstEnergy Ohio utilities, as OCC sought, among other things, further changes to the current price-to-compare message on the bill (Case No. 23-0898-EL-UNC)

OCC said, "FirstEnergy’s bill format changes create an opportunity for implementing improvements for residential consumers beyond those alleged by FirstEnergy. These would include an enhanced price-to-compare message to provide shopping consumers with more useful information about comparing energy charges."

OCC said, "The PUCO should suspend the automatic 45- day approval process to conduct a thorough review of FirstEnergy’s 'complete redesign' of all of its consumer bills and confirm that the changes comply with the PUCO’s rules and Ohio law."

Separately, OCC moved to intervene in another proceeding (Case No. 23-925-EL-UNC ) in which Ohio Power (AEP Ohio) has filed bill changes to allow retail suppliers to charge non-commodity charges on the utility consolidated bill

As of publication time, OCC had not sought to suspend the automatic approval process for the AEP Ohio bill changes

OCC noted that, "AEP’s new bills will also include price-to-compare language that explains whether the customer saved that month receiving service through a marketer rather than AEP," though this language is included on current bills, and AEP Ohio has not proposed any changes to the language

OCC said, "OCC’s advocacy for residential customers will include, among other things, advancing the position that customers’ bills should provide the type of information that AEP is proposing because it promotes transparency in customers’ generation rates."
