In Massachusetts, Fitchburg Gas and Electric Light Company d/b/a Unitil has proposed new Standard Complete Billing Percentages (SCBPs, aka POR discount rates) in an annual Purchase of Receivables filing

Unitil's current and proposed Standard Complete Billing Percentages are below:

                    Current      Proposed
Residential          1.42%        3.33%

Small/Regular 
   General Service   0.25%        0.06%

The 3.33% residential SCBP reflects an uncollectible component of over 4%, less a negative reconciliation component of nearly 1%

Unitil's new POR discount rates are proposed to be effective December 1, 2023
