Texas PUC Commissioner Notes Criticism Of "Limitations" On Small Customer Opportunities For ERCOT Market Demand Response, Will Consider Issues At New Winter Work Session

The Texas PUC in advance of this winter will hold a winter preparedness work session that will, among other things, consider enhanced demand response capabilities in ERCOT, including small customer demand response opportunities
Commissioner Will McAdams, who has taken a lead on the session, said that the ERCOT system this winter could be well served by evaluating increased capabilities, including, "enhanced demand response capabilities."
The upcoming work session is, "an opportunity to call the market in, in front of the public, to discuss how we may be able to augment and enhance our existing products and services to overcome the good challenge of a growing economy and booming population. Especially for the purposes of this [winter] season, and also start describing where we might go in future seasons," McAdams said
McAdams continued, "A criticism of our existing framework has been that there is a limitation on the pool of consumer participants in our existing demand response programs. So this workshop would provide a venue to, again, advertise, make aware, and harness the energy of a broader segment of, not just industrial consumers, but small commercial and industrial consumers, and again, make them aware of how they can avail themselves of these programs..."
"Ultimately, I think this is an opportunity for us," McAdams said
McAdams did not cite any further specific criticisms of the current ERCOT market demand response design that small customers may allegedly face (such as the question of enrollment through a REP vs. allowing a non-LSE aggregator)
Commissioner Jimmy Glotfelty welcomed a focus on load, noting that a newspaper has called ERCOT conservation calls as effectively being free demand response
Glotfelty said that the Commission needs to understand how that effects the system on a repetitive basis
A date has not yet been set for the work session
