Utility Seeks To Move Price To Compare Language Under Bill Format Changes, List PTC Twice

The FirstEnergy Ohio utilities ("FE Ohio") have filed utility bill format changes that would, among other things, revise residential utility consolidated bills such that the current price to compare explanation would move from page 1 to page 2 of the bill, while the PTC itself would be listed on both page 1 and page 2.

All changes discussed below are for a residential utility consolidated bill. Bills for other customer types may be slightly different

On the current FE Ohio residential utility consolidated bill (e.g. for a shopping customer), the following price to compare message appears on the first page of the bill: "Your current price to compare for generation and transmission from Toledo Edison [or other FE EDC] is listed below. In order for you to save money off of your utility's supply charges, a supplier must offer you a price lower than Toledo Edison's price of [rate] cents per KWH for the same usage that appears on the bill. To review available competitive supplier offers, visit the Public Utilities of Ohio's 'Energy Choice Ohio' website at www.energychoice.ohio.gov."

This language would be moved to the second page of the bill without modification to the language, but would include an additional line at the end of the message listing the Price to Compare (illustrative rate) as: "Residential Service - 6.79 cents per kWh."

The price to compare itself, without any explanation or guidance, would also be listed on the first page of the revised bill [illustrative PTC used], with language stating: "Your current Price to Compare per KWH is 6.79 cents ($0.0679). For more information on pricing, see messages on page 2."

The revised bill would also inform customers of the availability of an online bill calculator, directing customers to the calculator, "for detailed information about rates, charges, and your Price to Compare for your current bill."

The online calculator allows a customer to see the shadow-billed amount they would have paid under the Standard Service Offer

The total charges from a retail supplier would remain on the first page of the revised bill, but the supplier's specific rate would now be listed in a detailed listing of the supplier's charges (e.g. rate times usage) on page 3. Currently, the first page of the bill shows the supplier's rate in addition to the total supplier charge

The revised residential utility consolidated bill would also include a Supplier Information or Shopping Information Box on page 3, which FE Ohio said, "consolidates shopping customers’ competitive retail energy supplier ('CRES') name and contact information, the customer number, and the customer’s rate category into one section of the bill."

The Supplier Information box would include the supplier's logo
