ERCOT Addresses West Zone Congestion Though Changes in Transmission Element Statuses

ERCOT yesterday announced in a market notice changes in transmission element statuses to reduce West Load Zone congestion

ERCOT said that it and Oncor Electric Delivery Company LLC, "have developed an operations plan to change the Transmission Element status of certain equipment to improve reliability and reduce congestion deemed irresolvable by available Generation Resources in the West Load Zone."

ERCOT has requested that Oncor do the following:

(1) Open switch 3072 at Odessa North (ODNTH), which will open the transmission line between Odessa North – Odessa 138 kV (6475_F); and

(2) Open breaker 11340 at Moss Switch, which will open the transmission line between Odessa Southwest – Moss Switch 138 kV (6500_D)

As a result, the 138 kV transmission line from Big Three Odessa Tap to Odessa Southwest will be a radial transmission line during the period from September 17, 2012, through December 31, 2012, ERCOT said.

"This system reconfiguration is expected to improve congestion management by Security Constrained Economic Dispatch (SCED) for the Odessa and Midland areas. ERCOT has evaluated this system reconfiguration during lower Load periods and believes it will support operational needs during the fall and winter 2012. ERCOT and Oncor will continue to monitor the congestion in the West Load Zone for longer-term solutions," ERCOT said.

The cited status change will be effective beginning at 00:00:01 CPT on Operating Day Monday, September 17, 2012. During Forced Outages or extreme weather in the affected areas, the Transmission Elements may be required to be closed for transmission security support or Load restoration, ERCOT said. These transmission lines may also be closed during brief periods of high Loads or to support other Transmission Element outages. Any change in status will be managed through the ERCOT Outage Scheduler and will be available via the Market Information System (MIS) reports for outages of Transmission Elements, ERCOT said.
