Former People's Counsel Nominated to D.C. PSC
District of Columbia Mayor Vincent Gray has nominated former People's Counsel Elizabeth Noel to the PSC. The Washington Examiner takes an interesting look at what the nomination of an active party previously practicing before the PSC would practically mean, in terms of conflicts and recusals, should the nomination be confirmed. Noel was no longer OPC by the time the PSC opened its formal investigation of POR (which OPC opposes), but has previously advocated for the use of managed portfolios for SOS (FC 1047). On the other hand, the OPC under Noel was also open to re-examining whether a "retail" SOS should be used, rather than a wholesale SOS.
TEPA Announces Slate for November Annual Conference
The Texas Electricity Professionals Association (TEPA) announced its 2011 annual conference to be held November 2-4 in Dallas. Entitled "Advancing Competitive Markets: Energy for the Next Five Years," the TEPA conference will discuss important policies and emerging trends with the state's top ABCs, REPs and policymakers, including panels or discussion on generation resource adequacy, smart meters, nodal, renewable requirements, and other retail issues. Notable speakers include Railroad Commissioner Barry Smitherman, ERCOT CEO Trip Doggett, and Public Utility Counsel Sheri Givens.
