PUCO Defers Consideration of Columbia SCO Transition
The Public Utilities Commission of Ohio withdrew from its agenda this afternoon consideration of a proposed second opinion and order in Columbia Gas' plan to transition to a Standard Choice Offer auction to serve non-shopping customers (Case 08-1344-GA-EXM). As previously reported (5/11), a prior stipulation scheduled the SCO mechanism to begin April 1, 2012, absent a protest from any party. The Ohio Consumers' Counsel, among others, has protested to maintain the current Standard Service Offer mechanism in lieu of the SCO.
Greens Bayou Unit 5 Needed for RMR Service, ERCOT Says
ERCOT reported yesterday that its final analysis shows that NRG Texas Power LLC's Greens Bayou Unit 5 is needed for Reliability Must-Run (RMR) Service to support ERCOT System reliability (7/1). Pursuant to the ERCOT Protocols, ERCOT will follow up this analysis with an exit strategy review. In accordance with Protocol Section 3.14.1.4, ERCOT shall continue to assess alternatives to the proposed RMR Agreements for the type(s) of reliability concerns identified in its final determination.
GenOn Energy to Retire Potomac River Facility
GenOn Energy has entered into an agreement with the City of Alexandria, Virginia to permanently remove from service its Potomac River generating facility on the later of October 1, 2012, or 90 days after the receipt of all necessary consents and approvals. GenOn said that it does not expect the closing of the Potomac River generating facility to have a material effect on its business, results of operations, or financial position, and said that the contribution of the Potomac River generating facility to adjusted earnings before interest, taxes, depreciation and amortization in 2011 has not been material and was not expected to be material for the remainder of 2011 or 2012.
