WGES Seeks Rehearing of Prohibition of Early Termination Fees in POR

Washington Gas Energy Services sought rehearing of the Maryland PSC's July order (Only in Matters, 7/13) in which the PSC excluded early termination fees from receivables purchased under POR, as the PSC held that the fees are not commodity charges.


BGE, WGES Seek Rehearing on POR Discount Rate Order

Baltimore Gas & Electric sought rehearing of the Maryland PSC's July order (Only in Matters, 7/13) establishing new electric and gas POR discount rates, arguing that the ordered collection (or payment) of interest on POR reconciliations at the interest rate as used for customer deposits is inconsistent with prior orders, conflicts with how BGE finances its business, and unlawfully fails to provide an opportunity to earn a reasonable rate of return on investment. BGE asked that the POR reconciliation interest rate be set at its authorized rate of return. Separately, Washington Gas Energy Services sought rehearing of the BGE POR order due to the establishment of the discount rates for Type II, Hourly, and Schedule C gas customers at 0%, instead of a negative percentage reflecting prior-period overcollections under the previous discount rates paid by suppliers.


PUCO Continues AEP Ohio ESP Hearing to Allow for Settlement Talks

The Public Utilities Commission of Ohio has granted a continuance in the hearing dates for AEP Ohio's electric security plan to allow for further settlement discussions. The hearing was continued until the filing of a settlement, notice that settlement negotiations have been suspended, or two weeks until August 29, 2011.


Nicor Electric Officially Launches Service

Nicor Electric officially announced its ComEd residential electric offer this morning. The electric supply is offered by Dominion Retail, under a licensing agreement with Nicor Advanced Energy, LLC, as previously reported by Matters (7/11). Nicor Electric's rate of 6.79 cents per kWh, fixed through May 2013, was also previously reported by Matters (8/3).
