PUCO Sets Hearing on Capacity Charges for Retail Suppliers at AEP Ohio
An Ohio attorney examiner has established a procedural schedule for hearing in order to establish an evidentiary record on a state compensation mechanism for capacity provided by AEP Ohio to competitive retail suppliers under the Fixed Resource Requirement. PUCO previously set the compensation rate for capacity at the PJM market price, and AEP has sought, at the state level and at FERC, increases in the capacity costs charged to competitive retail suppliers. AEP Ohio testimony is due August 31; intervenor testimony is due September 23 (Case 10-2929-EL-UNC).
CMP Reports Winning Supplier for Large Customer Default Service
Central Maine Power reported that the Maine PUC designated Dominion Retail, Inc. as the Standard Offer provider for 100% of the medium non-residential class and 100% of the large non-residential class for the six-month period beginning September 1, 2011. New rates were previously announced in July (7/28)
Pa. PUC Creates Bureau of Investigation and Enforcement Under Reorganization
The Pennsylvania PUC adopted a series of organizational changes following its previously reported internal review. Most notably, a Bureau of Investigation and Enforcement has been created, which will serve as the prosecutory bureau for purposes of representing the public interest in ratemaking and service matters before the Office of Administrative Law Judge, and also includes prosecutory functions relating to service and ratemaking issues of fixed and transportation utilities. All Staff currently under the Office of Trial Staff will be assigned to the Bureau of Investigation and Enforcement. Johnnie Simms was named Bureau Director for the Bureau of Investigation and Enforcement. Simms most recently served as the Director/Chief Prosecutor of the Commission’s Office of Trial Staff.
United Illuminating Corrects Migration Report
United Illuminating has submitted a correction to the megawatt-hour totals in its July migration report. The modifications do not change any of the customer count data reported by Matters earlier this week. UI's revised report is accessible here.
