Integrys Energy Services to Supply North Aurora Municipal Aggregation
Integrys Energy Services has been awarded an electric supply contract for the opt-out municipal aggregation of the Village of North Aurora, Illinois, in the ComEd territory. Residential customers will pay 5.75 cents per kWh for the 24-month aggregation term, expected to begin in October 2011. Commercial customers will pay a slightly higher rate, but Integrys Energy Services said that the rate has not been finalized pending final contract execution.
FERC Denies Rehearing of Second Complaint Regarding PJM Marginal Loss Surplus Allocation
FERC denied rehearing of its May 10, 2010 order which dismissed a 2010 compliant from EPIC Merchant Energy NJ/PA, L.P., SESCO Enterprises, L.L.C., and Coaltrain Energy L.P regarding the allocation of marginal line loss surpluses in PJM (see 5/11/10). On rehearing (EL10-40), FERC affirmed that the 2010 complaint, which had been dismissed, was a collateral attack on its prior order that surpluses shall only be paid to customers paying the fixed costs of the transmission system (thereby excluding certain virtual transactions from the surpluses although these transaction are charged losses which contribute to the surplus).
