Texas Power Lowers Fixed Rate at Oncor
Texas Power has announced a new 12-month fixed rate of 8.2 cents per kWh for service in the Oncor area (based on 1,000 kWh usage), which Texas Power said is its lowest fixed-term rate to date. The rate ties for the lowest 12-month fixed rate on Power to Choose (with Potentia Energy and Pennywise Power [NRG]). The lowest fixed rate on Power to Choose at Oncor, available for either four or six months, is 8.1 cents, offered by three providers. The lowest variable rates at Oncor on Power to Choose are in the 4.5-5 cents range. A $10 monthly meter fee applies to the Texas Power plan for monthly usage below 1,000 kWh. The Texas Power fixed plan includes an early termination fee of $150.
Suppliers Seek Additional Time on PGW Alternative Default Service Proposal
Direct Energy and Hess Corporation have requested an additional 60-day extension (until September 12, 2011) for proposals for alternative default service at Philadelphia Gas Works (see 41/4). Suppliers are currently in collaborative talks with PGW and other stakeholders regarding proposals, and attempting to reduce or eliminate litigation of outstanding issues related to alternative default service prior to filing a supplier proposal. Direct and Hess reported that "progress has been made in this effort," but that discussions are ongoing, and thus requested the extension (R-2008-2073938).
PSEG Power Closes Odessa Sale
PSEG Power LLC announced that it has closed on the previously reported sale of its 1,000 MW Odessa gas fired generating plant to Odessa Power, LLC, a subsidiary of Energy Capital Partners II, LP for approximately $335 million. The closing of the Odessa sale completes the Texas asset sale process announced by PSEG Power in early 2011. In March 2011, PSEG Power closed the sale of the 1,000 MW Guadalupe plant to MinnTex Power Holdings LLC and MinnTex GP LLC, for approximately $352 million.
Pa. OCA Updates Electric Migration Stats
The Pennsylvania Office of Consumer Advocate has posted electric migration stats as of July 1, 2011. The PUC, on PA Power Switch, had previously posted stats through July 13 (see 7/14); however, the OCA stats include a metric not included in the PUC stats: actual MW, in addition to percent, served by competitive suppliers
