Dynegy Anticipates Re-organizing into Coal, Gas Subsidiaries
As part of an anticipated reorganization associated with sought new credit facilities, Dynegy would split its generating assets into two subsidiaries. One subsidiary, GasCo, would own a portfolio of eight primarily natural gas-fired intermediate (combined cycle) and peaking (combustion and steam turbines) power generation facilities across the West, Midwest and Northeast regions of the United States, totaling 6,771 MW of generating capacity. Another subsidiary, CoalCo, would own a portfolio of six primarily coal-fired baseload power generation facilities located in the Midwest, totaling 3,132 MW of generating capacity. Dynegy's remaining assets (including its leasehold interests in the Danskammer and Roseton facilities) would not be a part of either GasCo or CoalCo.
PUCT Publishes Distribution Tracker Proposal for Comment
The PUCT voted to publish for comment without modification Staff's proposal for publication to implement a Distribution Cost Recovery Factor (39465), which would allow the periodic adjustment of distribution rates charged to REPs outside of a full base rate case (see 7/4).
Smitherman Appointed to Railroad Commission
Texas Gov. Rick Perry appointed outgoing PUCT Chairman Barry Smitherman to the Railroad Commission of Texas for a term to expire at the next general election in November 2012. Smitherman is filling the vacancy left by Michael Williams who resigned from the RRC to run for Congress.
