Integrys Energy Services Seeks FERC Action on SECA Rehearing, Compliance Filings
Quest Energy, LLC and Integrys Energy Services, Inc. filed a motion at FERC requesting an order on rehearing of the Commission's May 21, 2010 order regarding the Seams Elimination Charge Adjustment, and an order on compliance filings in response to that order, which have been pending sinc October 2010 (5/24). Until a FERC order on rehearing, refunds will not be paid to load serving entities who were, based on FERC's May 2010 findings, unlawfully charged the SECA fees. "It took the filing of a Petition for Writ of Mandamus by Quest/Integrys and Direct Energy, L.L.C. to get the Commission to act in May 2010; it should not take another to obtain an order on rehearing," Quest/Integrys said. Quest/Integrys' SECA charges amounted to approximately $19.6 million (ER05-6 et. al.).
FirstEnergy Solutions Extends West Penn Power Residential Pricing
FirstEnergy Solutions has extended its residential Rate RS offer of a fixed price of 6.60 cents per kWh through December 2013 at the West Penn Power service area. The offer was to have expired June 30, but will now expire August 1. The product includes an early termination fee.

Bounce Energy has launched a free iPhone App allowing customers to view and pay bills, add or edit payment types, set up auto pay, one time bill payments, and contact customer service.
OCC Seeks Refund of AEP IGCC Costs
The Ohio Consumers' Counsel and other consumer group have petitioned PUCO to refund to customers $23.7 million, plus interest, collected by the AEP utilities related to costs for research and pre-construction costs for an integrated gasification combined-cycle (IGCC) plant. OCC said that refunds are owed since a five-year deadline for AEP to start construction on the IGCC power plant elapsed. Customers paid the costs for 12 months, ending July 2007.
