PUCT Schedules Additional Reserve Adequacy Workshop

The PUCT has scheduled an additional workshop in Project 37897 regarding reserve adequacy and shortage pricing. The newly noticed workshop, to be held June 29-30, will address reserve planning, outage coordination, and demand response actions taken to prevent firm service outages during extreme weather events (June 29), as well as scarcity pricing and factors affecting resource investment decisions (June 30). Stakeholders were invited to address the following questions in pre-workshop comments:
1. Does Texas have the right scarcity pricing and resource adequacy mechanisms in place for the ERCOT and non-ERCOT regions to ensure reliable electric service in the future?
2. Should the Commission establish reliability requirements by rule rather than relying on ERCOT and the stakeholder process?
The PUCT is also conducting a workshop on June 22 in the same project, with the June 22 workshop focusing on potential reserve margin impacts from federal environmental regulations (5/23).


Draft Would Maintain Level of Texas SBF Charge

PUCT Staff have filed a draft order which would maintain the current System Benefit Fund fee assessed on REPs at 65 cents per megawatt-hour, the maximum authorized by law, for fiscal year 2012.
