Conn. DPUC Seeking $11,000 Fine on ResCom Energy

The Connecticut DPUC has issued a Notice of Violation against ResCom Energy, under which ResCom would be fined $11,000, for what the Department said were unauthorized switches.
The Notice of Violation does not yet represent a final order of the Department, and ResCom has the right to a request a hearing on the findings.
The Department's Notice of Violation found that ResCom failed to obtain confirmation of each customer's desire to be switched using verification methods required under Conn. Gen. Stat. Sec. 16-245o(e) in 11 separate incidents from 2010 through early 2011.
The specific findings were based on ResCom either being unable to provide a third party verification or written letter of authorization for the enrollment; the voice verification not meeting the DPUC's independence standards; or the customer stating that the signature on the contract was not theirs. In several instances, ResCom terminated its relationship with the broker or sales agents involved in the at-issue enrollments.
