Parties Appeal Proposed Order Which Would Eliminate Bypassable SOS Admin. Charge at Pepco, Delmarva
A proposed order regarding the SOS administrative charge at Pepco and Delmarva in Maryland has been appealed by essentially all parties to the case (Cases 9226 & 9232). Notices of appeal were filed by Staff, the Office of People's Counsel, Pepco and Delmarva, Baltimore Gas & Electric, the Retail Energy Supply Association, and Washington Gas Energy Services. Memorandums on Appeal (similar to a brief on exceptions, etc.) are due within 10 days. As only noted in Matters, the proposed order would completely eliminate the bypassable administrative charge added to SOS prices at the two utilities (see 2/7).
Commerce Energy Still Awaiting PSC Action on Georgia Market Re-entry
Commerce Energy, Inc. is still awaiting action from the Georgia PSC to approve its re-entry into the Atlanta Gas Light market, after having originally anticipated marketing to customers by the end of February (see 1/7). In a status update filed with the PSC, Commerce said that it has completed all necessary testing and certification with AGL, and has submitted draft terms and conditions, customer disclosure statements, and a sample billing invoice to the PSC. Aside from any additional data requests, Commerce believes it has also completed the filing requirements for financial and technical qualification. Commerce is a unit of Just Energy.
USPowerGen Extends Strategic Review Process for Astoria, Citing ICAP Proceeding
US Power Generating Company announced that in light of "positive market developments," it is extending the timeline to complete its strategic review process for its subsidiary, Astoria Generating Company Holdings, L.L.C. "This action is being taken to accommodate the outcome of the pending demand curve reset process [in the New York ISO ICAP market], as well as, allowing time for the Company to review all strategic options and assure the most favorable result for its stakeholders," USPowerGen said. “The pending New York Independent System Operator demand curve reset process will have an immediate impact on the value of our assets creating certainty in the market for our operations,” said USPowerGen Chief Executive Officer, Mark Sudbey. “As this process unfolds, we want to allow for a certain and favorable resolution before completing the strategic review process for Astoria Generating.”
Md. PSC Opens Proceeding on Regulating Electric Vehicle Charging
The Maryland PSC has opened Case 9261 to examine regulatory treatment to be applied to the owners/operators of charging stations for plug-in electric vehicles in Maryland, including potential licensing as an electric supplier. Staff's petition for such a proceeding, and discussion of potential inclusion of EV charging providers as electric suppliers requiring a license, was first reported in Matters (2/1)
